For this purpose, an interdisciplinary protocol has been designed to simultaneously collect physical parameter measurements (related to microclimate and acoustics) and survey data on perceptions (involving residents and non-residents). The cross-referenced analysis of data collected at six contrasting places in a district in Toulouse (France) enabled us (i) to better understand and prioritise the factors that influence residents' assessment of the quality of their living environment and (ii) to understand to what extent the differentiation of the places by the inhabitants converges with the differentiation of these places based on acoustic and micrometeorological measurements. The history of this industrial site shows how little industrial risk has been taken into account. The gradual urbanisation of the area around Toulouse’s chemicals zone explains the scale of the property damage caused by the disaster. Toulouse’s experience highlights our towns’ and cities’ lack of preparedness for this kind of event. The management of the crisis by the public authorities and the reactions of the affected population are to be measured in the light of this observation.

International audienceIl est aujourd’hui crucial de penser la pertinence, les modalités et les li... more International audienceIl est aujourd’hui crucial de penser la pertinence, les modalités et les limites d’une éventuelle adaptation aux contextes des villes du Sud de certaines solutions et outils conçus et mis en œuvre dans les villes du Nord pour appuyer le processus d’adaptation au changement climatique dans le champ de l’urbanisme. Dans ce cadre, ce travail propose une réflexion sur l’adaptabilité particulière des cartes climatiques de l’environnement urbain qui se développent largement au Nord et commencent à se diffuser vers certaines villes du Sud. La circulation de cet outil à travers des villes telles que Stuttgart, Tokyo, Hong-Kong ou encore Salvador témoigne de sa grande adaptabilité à différents contextes urbains. C’est à ce titre que l’on propose de qualifier cet outil de best tool par analogie à best practices. Dans le cadre d’une thèse en cours, nous proposons de développer cet outil à l’échelle du Grand Tunis en l’ajustant aux particularités de ce territoire

The EUREQUA project raises the issue of the definition and evaluation of the environmental qualit... more The EUREQUA project raises the issue of the definition and evaluation of the environmental quality of neighbourhoods. The approach consists of integrating and cross-referencing observable data characterising the physical environment and people's perception of their quality of life. The study area is a neighbourhood in Toulouse (France) with high social and typomorphological diversity, subject to noise and air pollution nuisances. Three 3-day field campaigns were organised in January, April, and June 2014. Instrumented and commented walks took place three times per day. For each one, measurements of physical environmental parameters and surveys were performed simultaneously at six locations in the neighbourhood. The study focuses on microclimate and thermal comfort issues. It aims to compare in situ meteorological data of air temperature, humidity, wind speed, and mean radiant temperature, with quantitative results rating human perception of heat, humidity, wind, and thermal comfort. The variability in perception and measurements is mainly driven by seasonal effects, especially for heat and humidity, and, to a lesser extent, for wind. Wind perception and measurement also vary spatially, thus highlighting site effects. Linear models indicate a positive link between heat perception and mean radiant temperature, as well as between wind perception and mean and standard deviation of wind speed (with a higher sensitivity of people to wind under winter climate conditions). Finally, it is found that perception of thermal comfort is only slightly linked to the different microclimate dimensions, and is rather driven by other appreciation factors and emotional criteria related to the general environmental quality of the study area.

Ce numéro de la revue Méditerranée rassemble des études en géographie, écologie, urbanisme, paysa... more Ce numéro de la revue Méditerranée rassemble des études en géographie, écologie, urbanisme, paysage… qui interrogent la qualité environnementale du cadre de vie dans 15 villes d’Europe et du Bassin méditerranéen. Il propose de mettre en question les approches normatives qui sous-tendent aujourd'hui les produits immobiliers ou urbanistiques qui mobilisent la notion de « haute qualité environnementale », ainsi que le discours consensuel sur la « ville durable »… Le numéro vise d’abord à enrichir les critères d'évaluation classiques de la QE urbaine qui habituellement procèdent « top down » et par indices ou combinaisons multicritères. Pour ce faire, les articles mettent en relation les paramètres matériels et mesurables de la qualité environnementale des aménagements urbains (par exemple : végétation urbaine, bruit/calme, pollution, confort thermique etc.) avec les perceptions sensibles et évaluations subjectives des habitants, ainsi qu'avec les enjeux politico-économiques...
