Шупика КУЛЬТУРА УПРАВЛІННЯ КЕРІВНИКА В ПРАКТИЦІ ДЕРЖАВНОГО УПРАВЛІННЯ Анотація. У статті висвітлюються вимоги до особистості керівника та шляхи формування його організаційної культури в державному управлінні. Сучасна демократична держава не може існувати без високопрофесійних керівників в різних сферах діяльності. Ефективність роботи будь-яких державних органів та установ великою мірою залежить від добору і майстерності працівників, які здійснюють управлінські функції,-керівників усіх рівнів. Від діяльності менеджерів, стилю їх роботи, ділових і моральних якостей залежать успіхи колективів. Від безперервної та злагодженої роботи людей, які працюють задля забезпечення виконання державою її функцій, залежить не лише якість підготовки та реалізації управлінських рішень чи наданих адміністративних послуг, а й ставлення до самої України, як такої, її громадян, іноземних інвесторів, міжнародних організацій. Ефективність державного управління й місцевого самоврядування, як й управління будь-якою групою людей та їх спільною діяльністю істотною мірою залежить від цілої низки чинників різної природи і характеру. Одними з визначальних серед них є рівень професійної та соціальної компетентності керівників і працівників апарату управління, рівень розвитку їхньої загальної та професійної культури, професійно та соціально значущих особистісних рис і якостей, а також прийнятий ними стиль керівництва. Управління взагалі є досить престижною і водночас складною та вкрай відповідальною справою. До того ж, його характер істотно впливає на матеріальний добробут і психологічне самопочуття широких мас населення й визначає їх ставлення не тільки до того чи іншого керівника персонально, але й до влади в цілому. Ось чому в системі підготовки фахівців з управління чільне місце мають посідати формування і цілеспрямований розвиток не тільки їхньої професійної управлінської компетентності, а й загальної та професійної культури, тих вкрай важливих професійно значущих особистісних рис і якостей, які б одночасно забезпечували ефективність управління і належний психологічний клімат в керованому ними колективі. Залишаються відкрити для дослідження питання культури управління керівника в практиці державного управління в частині дотримання працівниками (державними та не державними службовцями) правил етикету та етики державної служби, культури поведінки керівника від найнижчого до найвищого (категорії А) державного службовця. Space is an invaluable tool for achieving sustainable development around the world. The space industry is one of the high-tech industries without which the existence of the modern world is impossible, it is one of the factors that ensures the national security of the state. With the launch of the first satellite into space, the world, entered a new era of technology, which significantly expanded its boundaries. One of the key trends in world space activities is to intensify and increase the importance of international cooperation in space exploration. Close cooperation between Poland and Ukraine in the field of space programs gained momentum after the signing in 2015 of the Memorandum on the Exploration and Use of Outer Space for Peaceful Purposes. As the countries are neighbors, they have many common interests and issues that need to be, addressed. Key areas of cooperation between Ukraine and Poland in space exploration are outlined, in particular, meeting public needs in the field of remote sensing of the Earth, conducting joint scientific and applied space research on the creation of promising models of rocket and space technology and advanced technologies. Poland sees a serious potential for partnership with Ukraine in space, one of the most promising areas of cooperation in the new environment may be the joint creation of rocket and space technology. We can state that combining the experience and potential of Ukraine with the capabilities and knowledge of Poland in the space industry will have a serious competitive market potential. The cooperation between Ukraine and Poland also includes the exchange of information and experience, implementation of joint scientific and technical projects, training programs, exchange of specialists, as well as the organization of scientific events and conferences on space activities.

This article analyzes the data on investments of certain countries in the space industry in the p... more This article analyzes the data on investments of certain countries in the space industry in the period from 2011 to 2021. It is proved that the Space Industry is one of the industries without which it is impossible to imagine the modern world, as it is one of the primary factors of National Security. After all, with the launch of the first satellites, the Space Program has taken major steps into a new era of technology, significantly expanding the boundaries of the world in which we live. At present, countries around the world are financing the activities of state space corporations, so that they, in turn, work on the development of leading and promising rocket technologies. As investors realize and understand ‘space’ products and new technological opportunities allow them to create and operate an ever-expanding range of space technology. Investments in the industry are currently growing worldwide.Thus, in the period from 2014 to 2020, the European Union invested in excess of 16 billion euros in space activity and technology which indicates that the space industry is an important component of the European economy. The current investment wave can only be the basis for a future «wave» of investment that can radically transform the space market in the next decade and have a significant impact on the global economy. The article also examines a problem relevant to the national security of the state – the possibility of using economic and mathematical models to predict the prospects for the development of the space industry. In modern conditions, the space industry is seen as the basis for innovative development and economic security of the state, which is the driving force of economic development. After all, in order to sustainably develop the economy and achieve the indicators planned by the government, it is necessary to have a clear idea of the mechanisms of functioning of the system as a whole and its individual parts. That is why competent forecasting of the main indicators of the development of the space industry with the identification of key factors influencing it is especially relevant at the present stage. Forecasting of indicators is based on the construction of economic and mathematical models of industry development. It is determined that the construction of this model begins with the development of the model specification, which includes a verbal description of the study, followed by a presentation of the process of its functioning in the form of mathematical formulas. The methodology is that the study used methods of analysis, synthesis, comparison, deduction and induction. The subject is social relations that are formed in the space industry. Results. It is proved that it is important to clearly formulate and define the problem, as well as to identify all the factors and patterns that characterize the functioning of the system. Economic and mathematical models can increase the efficiency of the planning system of the industry and increase the accuracy of the process of forecasting its development. The successful development of the space industry is today becoming a necessary condition for preserving national sovereignty, both in the military-political aspect and in the field of information security. Practical implations. The article identifies the main trends inherent in the development of the global space industry, namely: privatization of space, commercialization of space activities and internationalization processes. It is proved that with the development of the space industry, states ensure strategic stability and security at all levels.

Експлуатація космосу під егідою декількох космічних держав перетворилась на вид діяльності у понад 60 країнах по всьому світу. Для її фінансування окрім державного капіталу, активно почав залучаться і приватний у вигляді інвестиційних ресурсів, що дозволило збільшити темпи її розвитку в декілька разів. Останнім роками інтерес до дослідження космосу та переваг, які можна отримати в його результаті значно зріс. Це стало можливим за рахунок значного спрощення подорожей за межі Землі під впливом інноваційних тенденцій. Відтак, у науковому дослідження визначено поточні тенденції у світовій космічній галузі. Встановлено роль космічної сфери у загальному розвитку країни та формуванні її конкурентних переваг. Окреслено ключові напрямки спрямування космічних подорожей у наш час, і роль багаторазових систем запуску для орбітальних транспортних засобів у їх актуалізації. Охарактеризовано багаторазову систему запуск SN20, розроблену компанією SpaceX, як основу для створення можливостей подорожей на Марс. Визначено її технічні характеристики та послідовність проходження нею процедури її ліцензування на перший запуск. Досліджено динаміку зміни вартості ракетних запусків під впливом інновацій. Встановлено причини відновлення подорожей на Місяць та проведено паралель між впливом таких подорожей на подальшу колонізацію Марсу. Визначено поточні тенденції у сфері супутникових запусків, проаналізовано кількість спроб орбітальних запусків у розрізі країн світу, а також визначено прогноз зміни кількості супутників до 2030 року. Досліджено проблему боротьби із космічним сміттям, яке залишилось із минулих місій і залишатиметься від майбутніх. Визначено напрямки використання космічних технологій для боротьби із глобальним потеплінням. Проаналізовано шляхи використання 3D-друку для потреб майбутніх космічних місії. Досліджено структуру спрямування венчурного капіталу в космічні технології у розрізі країн світу, а також у розрізі стадій реалізації космічних проєктів у вартісному та кількісному вимірі. A brief overview of the scientists' coverage of the issues of public administration of the space industry, directions and priorities of the state policy of development of this sphere is given. Distinctive features and characteristics of the space sphere are, outlined, such as the active use of the latest technologies and a long period from their development to practical implementation. The development of the Aerospace Industry as a segment of the Global high-tech market, the dynamics of products produced by the Global Aerospace Industry and trends and existing trends in the development of the industry are analyzed. It is, established that investments in the space industry in the short and long term affect the general state of the economies of countries, develop scientific and technical production potential of states. The dynamics of incomes of the world space industry for the period 2009–2017 is analysed, the directions of development of investment activity in the branch for the maximum contribution of the space industry to the development of the national economy are established. It is determined which sources and to what extent can be, used to maximize the contribution of the space industry to the development of the national economy.

Crisis situations will be understood as the inability of medical institutions to provide the population with medical services on time due to lack of various resources. As a result of catastrophes, natural disasters, armed conflicts, crisis situations arise when medical institutions are not able to fully provide the population with medical services, there is a lack of funding, human and material resources. Ukraine is no exception, as the armed conflict in the East in 2014 and Russia's full-scale invasion of Ukraine confirmed the lack of sufficient labor, logistical resources and financial support to provide quality medical care to the population. In such conditions, there is a need to develop tools, means of overcoming crisis situations in healthcare facilities. The aim of the article is to systematize the recommendations for Ukraine on the formation of a system of crisis management of healthcare facilities. Materials and methods of the research. The basis for the study were provided by private clinics for analysis documents of financial and economic reporting for the pre-and post-crisis periods, as well as scientific works of famous Ukrainian and foreign scientists. The research used methods of analysis, comparison, medical and statistical method and system. The result of the study was an analysis of the state of funding for healthcare facilities in Ukraine and a comparative analysis with the state of funding for such facilities in other developed countries such as Italy, Germany, Sweden, France. Conclusions. The main components of the system of anti-crisis management of medical institutions in crisis conditions are: effective leadership, which is provided by managers and management staff; human resources; equal access to basic medicines, vaccines and technologies of guaranteed quality, safety, efficiency; a functioning health information system has been established; financing of healthcare institutions and their financial protection in case of crisis; the process of providing quality, safe and efficient medical services with minimal expenditure of resources. Article is devoted to defining the basic principles of implementation of space activities in Ukra... more Article is devoted to defining the basic principles of implementation of space activities in Ukraine, the problems of their implementation in the interests of security and defence and ways to solve them. The purpose of the article is to develop ways of solving problems with the implementation of space activities in the interests of security and defence of Ukraine on the, basis of principles defined by law. The analysis of the experience of the leading countries that use space technologies in the military sphere and, the current, status of space activities in Ukraine identified the problems of space activities in the interests of security and defence, and developed ways of solving them. The study found that the Ukrainian space industry is unable to ensure the security and defence capabilities of Ukraine. This is due to: the lack of a satellite constellation of its own, the lack of cooperation between the State Space Agency (SSA) and the armed forces of Ukraine, a systematic approach to law reform, unstable and insufficient funding, the lack of independent access to space, unprofitable State space enterprises. In order to solve these problems, the authors propose to create Ukraine's own Satellite constellation, include the State Space Agency in the security and defence sector, draft and adopt a Space Code, attract foreign companies to continue the commercialization of space activities, reorganize the existing enterprises, create an indigenous rocket complex. The practical significance of the study lies in the possibility of using the obtained results for increasing the country's defence capability in the military and, postwar period. Статтю присвячено висвітленню питання формування принципово нового розуміння глобальної безпеки, ... more Статтю присвячено висвітленню питання формування принципово нового розуміння глобальної безпеки, де проблеми космічної безпеки визначають необхідність спільних зусиль всіх учасників світової політики і міжнародних відносин з вироблення відповідних загальновизнаних міжнародно-правових норм і принципів. У статті розглянуто сучасний стан та напрями розвитку вітчизняної космічної галузі з позиції національної безпеки країни. Доведено, що космічна галузь є невід'ємною частиною сучасного світу та ключовим чинником забезпечення національної безпеки держави. Належний розвиток космічних технологій поряд з грамотним використанням продукції забезпечує державі важливу ланку в процесах, що в ній відбуваються. Космічна галузь з погляду інновацій є "вінцем розвитку", оскільки поєднує у собі нові технологічні досягнення й є їх каталізатором. Використання цих досягнень дозволяє формувати через трансфер технологій нові ринки (що не існують або незначні за обсягом, але в довгостроковій перспективі є основою нової промисловості. Аерокосмічні технології дозволяють забезпечувати національну безпеку, сприяють розвитку науково-технічного, соціально-економічного прогресу. Отже, успішна участь в освоєнні космосу має стратегічне значення для держав. Відзначено, що підвищується ефективність використання космічного простору у комерційному плані, наприклад, на світових ринках космічних транспортних засобів, інформаційних технологій. Це приваблює в космічну галузь не лише нові держави, а й приватні активи з їх інвестиційною мобільністю. З'ясовано, що забезпечення стратегічної стабільності та безпеки на всіх рівнях. можливо за умови стабільного розвитку державної космічної галузі, також визначено, що ключовими питаннями для "Космічної галузі України" є розвиток ефективної структури управління підприємствами цієї галузі та формування та реалізація державної космічної політики. Представлено основні заходи щодо розвитку участі приватного сектора у вітчизняній космічній галузі. Розкрито особливості космічної економіки як галузі господарювання, в тому числі показано, що: космічна діяльність є невід'ємним елементом нового технологічного устрою; формування комплексної стратегії космічної діяльності є частиною глибокої структурної модернізації всього політико-економічного механізму; космічна діяльність приносить синергетичні економічні ефекти, які за своїми позитивними наслідками можуть значно перевищувати пряму економічну вигоду; космічна діяльність є сьогодні необхідною умовою збереження національного суверенітету. Отже, потреба в комплексному, більш детальному дослідженні змін загальних політичних процесів під впливом фактора космічної безпеки набуває першочергового значення в ХХI столітті, що і зумовило актуальність обраної теми. Освоєння космосу-це не просто вивчення космічних об'єктів, але й пошук додаткового простору, який може використовуватися з різною метою та має важливе значення для всіх країн світу. Однак головною метою є пошук нових можливостей отримання прибутку з цієї індустрії, а також стратегічна перевага над іншими країнами. Прикладів порушення трудових прав працівника в даний час достатньо: це і недотримання вимог закон... more Прикладів порушення трудових прав працівника в даний час достатньо: це і недотримання вимог законодавства при прийомі на роботу, і порушення при переказах, встановленні необхідних гарантій та пільг щодо працівників, дотримання вимог законодавства щодо окремих категорій працівників та порушення при розірванні трудового договору, і багато інших. Національне законодавство встановлює гарантії захисту трудових прав та свобод працівників. Проте проблеми у захисті трудових прав виникають через незнання працівниками своїх прав та гарантій їхнього захисту, що призводить до систематичного порушення трудових прав працівників роботодавцями. Роботодавці, особливо у сфері приватного бізнесу, не церемоняться з працівниками, встановлюють свої правила гри, вимагаючи від працівників беззаперечного їх виконання. При цьому, чим складніше на ринку праці з роботою-тим, зазвичай, більше порушень відбувається із боку роботодавця. Дискримінація за різними ознаками, особливо за статевою, невиплата заробітної плати в строк, виплата "сірої" зарплати, зменшення розмірів або зовсім непредставлення відпусток, подовжені випробувальні терміни, які ніде не відображені, або не оплачуються, не укладають трудові договори, запровадження штрафів для працівників та багато інших грубих порушень трудового законодавства давно стали реальністю. У статті розглянуто деякі аспекти захисту трудових прав працівників. Дається визначення термінів "охорона трудових прав" та "захист трудових прав", аналізується їх співвідношення. На прикладі останніх змін законодавства з трудових відносин, пов'язаних з пандемією та надзвичайним станом, показано системну трансформацію системи трудових відносин в надзвичайних умовах. Надається характеристика способів захисту трудових прав працівника, уповноважених органів, які здійснюють захист трудових прав працівників. Визначені проблеми, пов'язані із поновленням працівників, які можна вирішити шляхом застосування конвенції МОП. Подальшими науковими розвідками мають стати питання, пов'язані з концепцією неефективного способу захисту й конституційної гарантії, за якою громадянам гарантується захист від незаконного звільнення. Статтю присвячено актуальним проблемам правового забезпечення державного управління в еко логічні... more Статтю присвячено актуальним проблемам правового забезпечення державного управління в еко логічній сфері України, зокрема правовим заходам, генезі та механізмам, пріоритетним напрямам еко логічної політики держави, аналізу правового регулювання, правових форм та способів гарантування якості довкілля. У статті розглянуто ряд вітчизняних та міжнародних нормативно правових актів, пов'язаних із забезпе ченням права людини на безпечне довкілля. Наведено приклади механізмів державного управління в еко логічній сфері. Проаналізовано ідеї вітчизняних та зарубіжних науковців з приводу правового забезпе чення екологічної політики. У сучасних умовах суспільного розвитку серед пріоритетів національних інтересів України особливо виділяється забезпечення екологічно та техногенно безпечних умов життєдіяльності громадян і суспіль ства, збереження і відновлення навколишнього природного середовища. На сьогодні доведено пряму залежність між забрудненням довкілля і суттєвим погіршенням здоров'я населення, негативними зміна ми в його генофонді. В таких умовах актуальність і значимість права громадян на безпечне для життя і здоров'я навколишнє природне середовище набуває особливої гостроти. Охорона і відновлення довкіл ля, як загальної системи життєзабезпечення людини, перетворюється в задачу першорядної важності з точ ки зору збереження генофонду народу України, а також перспектив економічного і соціального розвитку. У роботі встановлено, що на сучасному етапі екологія продовжує перебувати під негативним впливом виробничої діяльності. Україна не є виключенням з цього правила і намагається вирішувати зазначену проблему на законодавчому рівні. Однак нормативно правова база в екологічній сфері потребує кодифікації. Сучасний стан довкілля в Україні характеризується кризовими явищами. Подібна ситуація зумовлена довготривалим згубним ставленням по відношенню до ресурсів та природи країни. Народне господар ство можна охарактеризувати як деформоване, що виражається в тривалому пріоритеті розвитку небез печних для довкілля промислових галузей, а саме-сировинних. Масштабне підвищення уваги до про блем екології на межі минулого та нинішнього століть визначають потребу в появі повноцінного підходу до аналізу правового аспекту екологічної політики. The article is devoted to topical issues of legal support of public administration in the environmental sphere of Ukraine, including legal measures, genesis and mechanisms, priority areas of environmental policy, analysis of legal regulation, legal forms and ways to ensure environmental quality. The article considers a number of domestic and international regulations related to the human right to a safe environment. Examples of mechanisms of public administration in the ecological sphere are given. The ideas of domestic and foreign scientists on the legal support of environmental policy are analyzed.
