The paper presents a study of the use of past experience in emergency management with an applicat... more The paper presents a study of the use of past experience in emergency management with an application to Forest Fire-Fighting Management. Our objective is the sharing of experience between the emergency managers in order to support the re-planning task, regarded as the relevant task of Forest Fire-Fighting Management. Therefore it is necessary to establish a common working language to facilitate sharing. First, we present the methodology used to determine the key element of this language, which is called a unit of experience. We then introduce a method to capitalize such units. Next, we describe the utilization of units of experience to improve emergency management. The reasoning method provides several levels of support to fire managers.

Starting with a study of the three pilot applications, a uniform framework has been developed for experience management, based on the generation of 'active hints' that are presented to the user according to working context. Working context encompasses both position in the work process and domain-specific characteristics, typically similarity to previous cases. The paper discusses the applications and the framework.

Le cadre general des travaux de these est la gestion des risques naturels et la problematique est... more Le cadre general des travaux de these est la gestion des risques naturels et la problematique est comment reutiliser l'experience passee en vue d'ameliorer cette gestion. La premiere contribution des travaux est la conception du systeme cread, un systeme d'aide a la decision fondee sur l'experience. L'experience est la source principale de connaissances de cread. Le fonctionnement du systeme se scinde en plusieurs phases : capitalisation operationnelle, elaboration, resolution et capitalisation post-operationnelle. L'approche proposee est fondee sur le retour d'experience, une methodologie organisationnelle pour tirer des enseignements du passe. Les avantages de notre approche sont de favoriser le partage d'experience par la constitution d'une memoire collective, de prendre en compte differents points de vue des gestionnaires et de reutiliser non seulement les mauvaises experiences mais aussi les bonnes. Le domaine est la gestion de lutte contre les feux de foret et la tache a assister est la revision de plan de lutte. L'entree du systeme est une situation d'urgence constituee de la description d'une situation de lutte et d'un evenement. Les sorties du systeme representent trois niveaux d'aide : l'aide a la perception du probleme de revision, l'aide a l'identification de l'experience passee utile pour mener la revision et l'aide a l'action par la proposition de plans revises en utilisant la technique du case-based planning. La memoire collective est structuree en unites d'experience qui representent des episodes de revision de plan. Ces episodes sont les sous-plans de lutte et sont representes par une arborescence integrant les trois aspects suivants : strategique, spatial et temporel. Les travaux de these ont abouti a une methodologie pour capitaliser l'experience, a une modelisation d'unites d'experience et a la realisation d'un prototype d'aide a la gestion de la lutte contre les feux de foret.

La demarche se fonde sur la volonte de faire partager l'experience acquise par les differents gestionnaires de l'organisation. ○ Ce partage peut beneficier a plusieurs activites de la gestion des risques, comme la formation ou l'intervention. Pour permettre un partage efficace et durable, l'experience doit etre formalisee et memorisee. Ainsi la notion d'atome d'experience emerge et definit la structure elementaire de la memoire collective. ○ Pour enrichir cette memoire, l'utilisation de methodes de capitalisation appropriees s'impose. Celle-ci est realisee par le biais d'une serie de fiches et grâce a un outil base sur un SIG.

This can be a strength, but also introduces problems of loss of experience and reduced efficiency and effectiveness in working. The Pellucid project is developing a knowledge management system to assist in such situations. The project's three pilot applications are described, and an abstracted view of their knowledge management needs is developed. An outline of key parts of the technical solution is given.
