The catalog was defined on a context of an architecture of reusable software processes components based on Software & Systems Process Engineering Metamodel specification (SPEM). Additionally, examples of its use are presented. Resumo. Neste trabalhoé apresentada a especificação de um catálogo de padrões de definição de processos de software (software process definition patterns), que consiste em um conjunto de soluções genéricas e reutilizáveis que podem ser aplicadas em classes de problemas conhecidos e recorrentes. O catálogo foi definido no contexto de uma arquitetura de componentes de processos de software reutilizáveis, baseada no meta-modelo Software & Systems Process Engineering Meta-Model Specification (SPEM). Adicionalmente, exemplos de uso do catálogo são apresentados.

This paper presents the development and validation of a questionnaire-based model to assess the q... more This paper presents the development and validation of a questionnaire-based model to assess the quality of services provided by public institutions based on internal service variables. This model comprises four latent factors (Systems, Human Resources, Regulation and Relationship) that allow analyzing a set of 19 managerial variables involved in the perception of quality from the point of view of managers. The developed methodology was based on an empirical study that was statistically validated for the Brazilian federal public services, with the collaboration of the Digital Government Secretariat of the Ministry of Economy, which carried out a data collection survey with 289 services from 52 Brazilian public institutions. The model allows a standardization in the planning of the internal processes of the public services offered, with vision and administrative rationalization strategies to be adopted to optimize the quality offered by the services.

Nesse cenário é essencial a utilização de um apoio ferramental que possa auxiliar a gerência da execução do contrato. Recentes diretrizes do governo federal vedam a contratação de fábricas para o desenvolvimento de softwares para atividades meio. Este trabalho tem como objetivo a proposição de um checklist para analisar a adequação das ferramentas de gestão de contratos de acordo com as normas e modelos vigentes. This paper has as objective to present the IT projects managers feeling about the application of the GQM to define KPI. The managers underestand that GQM method helps defining KPI because allows standardizing the process of measurements projects execution. Above all this, the GQM method is a way to improve the form to get KPI. It is possible to conclude that GQM method is an excellent tool to support KPI projects because this method works as a guide to planning, execution and control the project and contributes to documentation of the indicators.

In this context was developed the eSCM-SP V2 (eSourcing Capability Model for Service Providers Version 2). The model objective is to evaluate and certify the service providers in Information Technology (IT) and it is composed of 84 practices associated with success relationship in outsourcing projects in IT . This paper presents a qualitative research of a case study about the relationship between a Federal Brazilian Government Organization and its two services providers in order to investigate selected practices from the eSCM-SP V2. The research showed that the activities developed either by the client or by the providers have adherence to the researched practices and that the percentage of the client is lesser than the service providers. Although it is appropriate focus heavily an organization in its final product is also necessary concentrate in the administration of their competences. The identification of the core competencies to promote the IT strategic alignment with the business was the object of research of this work. The methodology used was based in a field research involving sixteen manager of several organizations. As they turned out the competencies identified were: strategic orientation; planning and programming; market knowledge; monitoring and control; orientation to results; effective communication and mobilize, evaluate and recognize persons.

The adoption of digital services has changed the way governments interact with citizens. Evaluati... more The adoption of digital services has changed the way governments interact with citizens. Evaluating service quality, based on the user satisfaction, has become an important tool to direct actions that may positively interfere in the quality of the service provided. In this paper, we present a service evaluation model based on the user perception. The instrument proposed, called Br-GovQual, was developed in cooperation with the Brazilian government for its partially digitalized public services. It responds to the peculiarities of the relations between the user, the public service and the way the service is offered. Also, it avoids the common tendency to automatically apply private sector practices to the public sector. The instrument was created and validated statistically with four Brazilian public services. As a result, this work presents a questionnaire covering five psychometric dimensions capable of safely measuring the perception of the user about the quality of the service obtained.

There are many tools to support measurement activities. Therefore, choosing the best tool can be difficult. Faced with such problem, this study aims at creating an analysis regarding measurement tools presented in literature. The methodology chosen for the task was the systematic literature review. The results present the metric tools chosen in literature, their functionalities, and the main metric used by these tools. Based on the results, a measurement tool was developed. The tool seeks to use the strengths of the tools analyzed and at the same time cover the gaps that the tools of the study presented.

End-user development (EUD) is a strategy that can reduce a considerable amount of business demand... more End-user development (EUD) is a strategy that can reduce a considerable amount of business demand on IT departments. Empowering the end-user in the context of software development is only possible through technologies that allow them to manipulate data and information without the need for deep programming knowledge. The successful selection of appropriate tools and technologies is highly dependent on the context in which the end-user is embedded. End-users should be a central piece in any software package evaluation, being key in the evaluation process in the end-user development context. However, little research has empirically examined software package evaluation criteria and techniques in general, and in the end-user development context in particular. This paper aims to provide a method for technology evaluation in the context of end-user development and to present the evaluation of two platforms. We conclude our study proposing a set of suggestions for future research.

One of the factors identified as crucial to the attainment of the goals intended with outsourcing... more One of the factors identified as crucial to the attainment of the goals intended with outsourcing is the use of relationship management models between clients and service providers. This paper describes the analysis of adherence of an outsourcing's initiative in the software development and maintenance in a company and an outsourcing management model: eSCM-CL. The company has as its goal the improvement in the quality of outsourced activities and so is adopting a series of actions to achieve these goals. The evaluation used the two initial phases described in the model's life cycle and the MA-MPS.BR - Evaluation Guide of MPS.BR as a complementary tool in the identification of this adherence.

The software industry has requested professionals with skills for collaborative teamwork, data an... more The software industry has requested professionals with skills for collaborative teamwork, data analysis and problem solving, increasing the challenge of undergraduate teachers in Software Engineering (SE). The adoption of active learning methodologies, such as Team Based Learning (TBL), has been one of the teaching strategies. This study presents an experience report from professors of an undergraduate program in Software Engineering of the University of Brasília (UnB), who have adopted TBL in SE courses. The TBL approach in subjects such as Requirements, Measurement and Analysis, and Software Verification and Validation, demonstrated increased student engagement. The adoption of TBL was under the framework of the IDEAL approach, in evolutionary cycles, which allowed to follow up and refine the process of adopting the methodology. O mercado e incipiente e imaturo, com uma grande divergencia das caracteristicas do modelo ASP. O objetivo deste trabalho e caracterizar o surgimento dos novos modelos de outsourcing, ressaltando o modelo ASP. Apresenta-se tambem o estado da arte da literatura ASP, com um levantamento das principais fontes de informacao.
