There will be numerous victims around, and these hospitals will not have enough human resources. Exceptional ICT-based communication backbone should also be in place to fully recommend these hospitals day-to-day operations. For this reason, COVID-19 situational reporting web and mobile web applications were developed to assist the health professionals in the State of Sabah in doing their job with a high level of assurance. Several real-time technologies were put together as the foundation in developing these applications. This work-in-progress paper presents the design and development techniques employed in rapidly developing the COVID-19 situational reporting web and mobile web applications for State Health Authority of Sabah.

Three development methodologies were put together to increase the validity of the proposed framework, i.e., 1) methodologies for data gathering, 2) procedures for framework development and 3) methodologies for validating the framework created. Exploratory investigations with UK local councils were organised, reflecting several approaches to PSIS development. Based on the findings, a PSIS development framework is presented.
Dissecting User Requirements in Developing Information Systems for the Government Agencies in Less-Developed Region

Despite the rising significance of IS in the government agencies, only a limited effort has been made to identify the consequence of user needs, particularly less-developed regions. Most research efforts are found in developed or developing nations. This article presents the initial findings of an IS user needs of a leading government agency in the State of Sabah, Borneo.

However, s-commerce users experience problems related to its social features that affect s-commerce effectiveness. Therefore, the paper examines the effect of social feature quality (SFQ) determinants on s-commerce from customer perspective by adapting the information systems success model. A total of 220 online survey responses were analyzed by using confirmatory factor analysis and the structural equitation model to test the proposed model. SFQ shows a significant effect on perceived usefulness and customer satisfaction with an s-commerce system, whereas relationship support quality shows a significant effect on perceived usefulness and customer satisfaction with an s-commerce system but not on social support. A significant relationship is also identified among perceived usefulness, customer satisfaction, and net benefits of an s-commerce system.

The findings show that visibility has a significant effect on perceived usefulness, and ease of use and responsiveness has a significant effect on customer satisfaction. In addition, the finding indicates the significant relationship among perceived usefulness, customer satisfaction and net benefits in s-commerce.

This study examines consumers' decision making while doing online shopping by analyzing both SNS's seller-user generated content on SNS utilizing eye tracking approach. Based on eye tracking experimental with 50 participants, gaze map in term of fixation time were collected and analyzed to measure the order of identified Area of interest (AOI) by which consumer viewed and heat map to measure the consumer intensity when looking at the identified AOIs. The results identify that SCG is most important AOI compare to UGC and that product image and description receive the greatest attention from consumers when making decision. Furthermore, seller information serves as a key entry point for SNS-based commerce based on fixation time. The analysis result shows that there is no significant influence of AOIs order based on consumers' viewed on the intensity which consumers look at the AOIs. The comparison between Facebook and Instagram reveals some substantial differences in mean between AOIs based on fixation time and intensity. The findings suggest several AOIs should be addressed and emphasized for sellers and companies who interested in utilizing SNS for their s-commerce strategy.

The UTAUT approach was applied in identifying the acceptance and usage level among these farmers. In conducting the research, both quantitative and qualitative data were collected during the fieldwork from 4 different coastal locations, which specialize in 4 different aqua-farming products. For this preliminary study, the expected outcome of the research project is a UTAUT framework for Aquafarming for the community. The main objective of the study is to determine the awareness (hearing and seeing) and usage (use, time and purpose) of IoT technologies (smartphones, computers and tablets) in aqua-farming communities in Sabah and the moderating effects of age and experience linked between predictors and behavioral intention based on the multigroup analysis. The result of this research is expected to benefit the community in devising n...
