Public-Private Partnerships for E-Government Services: Lessons from Malaysia

Implementation of e-government is seen as a tool to improve government service delivery to citize... more Implementation of e-government is seen as a tool to improve government service delivery to citizens, businesses and within government agencies. The benefits could be more transparency, greater convenience, less corruption, revenue growth and cost reduction. However, lack of financial resources, and low levels of skills and limited capacity of governments are some of the main obstacles faced in pursuance of e-government nationwide. The introduction of Public-Private Partnerships (PPP) is seen as a solution to overcome many of the obstacles and challenges faced by governments in realizing the objectives of e-government projects. PPP model is expected to increase opportunities for both the public and private sectors to serve their customers more effectively and efficiently. The main aim of this paper is to explore the need for PPP in e-government service delivery. This is done by discussing some success stories and looking at lessons learned by the Malaysian government to serve the stakeholders better in line with its vision and mission.

The paper will discusses the challenges and issues related to these projects and suggest some recommendations as improvement tool to uplift the e-Government program to greater heights. Essentially our findings suggests that apart from technical considerations, the true value potential of ICT utilization in the context of public sector delivery in Malaysia is contingent upon several factor spanning across legislative, procedural, managerial and organizational imperatives.

Affordability of private tertiary education: a Malaysian study

Purpose -The purpose of this paper is to examine the affordability of private tertiary education ... more Purpose -The purpose of this paper is to examine the affordability of private tertiary education for households in Malaysia. Design/methodology/approach -The relevant literature is reviewed to provide an overview of the affordability of private tertiary education. Data are obtained randomly from a private university in Malaysia and the results are analyzed using the one-sample t-test and one-way ANOVA. Findings -The proxy of affordability, which is the average household income, reveals the per capita average is more than three times the national average, which points out the non-affordability of students from low and average earning households to afford private tertiary education in Malaysia. Financial assistance of students at the tertiary level is insufficient and may warrant further policy and administrative improvements to reach deserving students. There is also difference in income and hence affordability between urban-rural households, a perspective that demands changes in the current income distribution policies. In order to address the issues highlighted in this study, salient suggestions have been proposed. Originality/value -This paper reinforces the need to address the issue of affordability of tertiary education and its significant importance, especially to developing countries.

Knowledge Management for Social Workers Involved in Disaster Planning and Response in Malaysia: An Action Research Approach

This paper explores the idea of using a knowledge management system to support disaster planning ... more This paper explores the idea of using a knowledge management system to support disaster planning and response (DPR) efforts for social workers involved in such efforts in Malaysia. The study was funded by the Government of Malaysia. Canonical Action Research was used to conduct the study. The Malaysian Association of Social Workers (MASW) was the client organization. The study began with problem formulation to ascertain issues inherent in DPR within the MASW. The next phase of the research, involved action planning—the team considered implementing a web-based knowledge management (KM) system to support DPR efforts for the organization. Post intervention, we conducted an evaluation of our action, based on interviews with key members affiliated to the MASW. Our findings are in tandem with prior work that has examined the role and relevance of KM systems in light of DPR efforts. The client organization in general forms the view that KM systems can support DPR efforts by providing vital information (pertaining to DPR) and assist the overall coordination and planning efforts for the organization.

Our proposition that is disaster preparedness efforts need more prudent solution in order to reduce life and property losses. This paper investigates the perception of community on the role of ICT towards improving the disaster readiness and hence, reduces the losses incurred. The paper examines recent literatures in the context of ICT for disasters. The findings of this paper are twofold. First, it points out the role and possible usage of ICT to improve the effectiveness of disaster awareness and secondly, it unveils the perception of vulnerable community towards ICT usage for effective disaster readiness. The knowledge gained from this study is crucial for disaster management.

This paper is about the design and implementation of an information system, using Wiki technology... more This paper is about the design and implementation of an information system, using Wiki technology to improve the emergency preparedness efforts of the Claremont University Consortium. For some organizations, as in this case, responding to a crisis situation in done within a consortia environment. Managing knowledge across the various entities involved in such efforts is critical. This includes having the right set of information that is timely, relevant, and is governed by an effective communication process. Our study suggests that training in use of system(s), a knowledge sharing culture between entities involved in emergency preparedness, and a fit between task and technology/system must be there to support emergency preparedness activities given such structures.

Our proposition is the disaster planning and response efforts need a more prudent solution in order to reduce life and property losses. This paper attempts to answer how emergency managers and responders can benefit from an information and communication technology (ICT) in the form of a Knowledge Management Systems (KMS) implementation to support their planning and response efforts, hence reduce the losses. The paper examines recent literatures in the context of KMS for disasters. The findings of this paper are twofold. First, it points out the role and possible usage of KMS to improve the effectiveness of planning and response efforts for emergency managers and secondly, the important factors to consider in developing an effective KMS for disaster. The knowledge gained from this studies should help emergency managers learn from past disasters that already been so costly to society.

This article examines the role and relevance of knowledge management (and knowledge management systems therein) in support of crisis response. We begin by discussing what knowledge management and crisis response mean. We move on to suggest why crisis response efforts within an organizational context, might benefit from knowledge management initiatives. Specific examples of how knowledge management efforts have supported crisis response in the past are then presented. We end by offering researchers with some suggestions for future research work in light of this subject domain. This study examines the role of knowledge management systems in the context of emergency prepared... more This study examines the role of knowledge management systems in the context of emergency preparedness at Claremont University Consortium. The research objectives required the researcher's direct involvement with CUC. Canonical action research methodology was used to guide the project. Overall, the client was satisfied with the project's outcome. The researcher designed and implemented an instantiation of a web-based knowledge management system using Wiki technology. This system can assist CUC in overcoming some of its immediate concerns with emergency preparedness. These include the ability of the system to facilitate the communication process, and enable a more structured approach for documenting and storing emergency related information. The system as it exists today is subject to further improvement. This includes the need for continuous training with the system, improving the navigational aspects, and seeking a better fit between the system and the emergency planning and response processes.

This study is based on the proposition that successful design of online discussion support system... more This study is based on the proposition that successful design of online discussion support systems (ODSS) to facilitate the education process is contingent upon several factors. These include amongst others factors related to ability to support common goal achievement, effective teamwork, orientation towards problem solving capability and the ability to promote a sense of group identity or belonging amongst the participants of such systems. The utilization of ODSS is relevant to both the corporate and academic worlds alike. This study uses the example of a Wiki (a group collaboration tool, built on server software technology) to understand the factors that need to be given consideration in designing ODSS to support the goals of the knowledge management course at our institution. The findings of this study indicates that ODSS that are designed to support the need for collaborative learning coupled with sufficient level of social presence within the system, enhances the end user perception of such systems in terms of its usefulness.

Improving End User Behaviour in Password Utilization: An Action Research Initiative

This paper is about the design and implementation of techniques and strategies to improve end use... more This paper is about the design and implementation of techniques and strategies to improve end user behavior in the utilization of passwords within a formal setting. The researchers were requested to investigate the issues inherent in the password management and utilization procedure within the client organization and thereby improve end user behavior in utilization of passwords within the organization. The researchers completed an action research study and successfully implemented a training program to improve system users’ behavior related to passwords. They used a unique approach by designing training for creating passwords to fit with theories pertaining to human memory. In addition, the researchers also created and delivered security awareness training. The end users of the target information systems reported that after training they were able to use strong passwords (A strong password in our organization is one that has 15 characters with at least two numbers and one symbol) without writing them down. Requests to the help desk for password resets decreased. Users also reported that they are much more aware of security threats.
