This same phenomenology significantly impacts the safety and continuity of aviation operations, making VFR (visual flight rules) flight into impacted conditions associated with IFR (instrument flight rules) the leading cause among weather-related aviation accidents in the U.S.

Current analytical risk models of operationally significant events in the aviation domain often l... more Current analytical risk models of operationally significant events in the aviation domain often lack the ability to produce meaningful and relevant management recommendations since multiple causalities of known and sometimes unknown risk factors need to be analyzed in an integrated systematic fashion. This paper presents a new, combined analytical approach for risk modeling of aviation events. The hybrid approach combines features from fuzzy set theory, with its emphasis on expressing vagueness, with the probabilistic formalism of a Bayesian belief network that captures uncertainty aspects. The resulting hybrid fuzzy-belief network (HFBN) provides an enriched analytical framework with the expressive power to capture the complex realities of aviation events. A wake turbulence encounter scenario is used to validate the proposed model.

With the rapid acceleration of small Unmanned Aircraft System (sUAS) technologies and the ever-gr... more With the rapid acceleration of small Unmanned Aircraft System (sUAS) technologies and the ever-growing demand for operating sUAS in the National Airspace System (NAS), the Federal Aviation Administration (FAA) is seeking quantitative risk assessment methods to enable sUAS to safely access airspace and avoid highly restrictive operational or technical waivers. The purpose of this research is to provide a quantitative risk assessment model that the FAA can use to streamline the waiver approval process, to support regulatory development, and facilitate safety risk analysis. An accurate risk assessment model, one that accounts for different types of sUAS vehicles and operational missions, will enable the FAA to approve operations faster and with fewer constraints. The data consists of a survey of voter preferences taken during the 1988 presidential election in the U.S.A. Results include an analysis of the predictive accuracy of the generated rules, and an analysis of the semantic content of the rules.

Satellite data from various sensors and platforms are being used to develop automated algorithms ... more Satellite data from various sensors and platforms are being used to develop automated algorithms to assist in U.S. Navy operational weather assessment and forecasting. Supervised machine learning techniques are used to discover patterns in the data and develop associated classification and parameter estimation algorithms. These methods are applied to cloud classification in GOES imagery, tropical cyclone intensity estimation using SSM/I data, and cloud ceiling height estimation at remote locations using appropriate geostationary and polar orbiting satellite data in conjunction with numerical weather prediction output and climatology. All developed algorithms rely on training data sets that consist of records of attributes (computed from the appropriate data source) and the associated ground truth.

They allow no expression of the natural concept of the degree to which an object is described by some property (attribute-value pair). We present here a method for representing objects using a fuzzy set of characteristics. The Furry Property Sei (F P S) model discussed here uses a fuzzy set representation to describe the characteristics of each object in the knowledge system. Thus we can associate a degree between each object and each of its properties. This is an enhancement of the Property Set model, in which each object is represented by a collection of properties, with no expression of degree. Furthermore, we demonstrate that inductive learning may be performed, using generalized definitions of the rough set upper and lower approximations. The learned concept is represented by its approximations, which in conjunction with a similarity function can be used to rank objects according to their similarity to the concept.
