Bibliometric study on the sustainability of EU FP projects: Methodological aspects

The influence of EU Framework Programmes on European and even global research policies is increas... more The influence of EU Framework Programmes on European and even global research policies is increasing every year. One of the examples of this trend is the fast development of research impact evaluation. In particular, this concerns studies that are dealing with long-term effects of R&D funding programmes. Bibliometric data have been one type of indicators of research funding. In case of EU Framework Programmes there are numerous questions and options as to a) the choice of reliable data sources, b) compatibility of different datasets, c) reliability of referencing practices, d) time consuming data cleaning, e) the additional workload due to the overlap between the various framework programmes (if the goal is to make a survey on the results of a specific framework programme). The objective of the current paper is to analyse, using the example of the FPs, to what extent the existing sources of information (WoS) make it possible to form an adequate picture of the impact of FP funding, and what are the shortcomings. A characteristic feature of FPs is their long-term durability, both in terms of signed contracts and in terms of the output timeline. The peak of the publication is reached eight to nine years after the start of the Framework Programme. Despite the clear referencing rules, grant recipients are not following them. The reliability of data is becoming a key issue.

This paper aims to monitor and analyze the evolution (or overlapping) of the SSH thematic pattern through three funding instruments since 2007. Design/methodology/approach The goal of the paper is to check to what extent the EU Framework Program (FP) affects/does not affect research on national level, and to highlight hot topics from a given period with the help of text analysis. Funded project titles and abstracts derived from the EU FP, Slovenian, and Estonian RIS were used. The final analysis and comparisons between different datasets were made based on the 200 most frequent words. In the current paper we have studied how the hyper-authorship collaboration (more specifically CMS collaboration) affects the cooperation spectrum in small countries. We found that CMS collaboration strongly influences the co-authorship geography of small countries. It affects not only very small and less productive countries but also productive countries. This means that anticipating the trends of countries’ cooperation on the basis of co-authorship has become more complex. Therefore the countries which want to develop their RD&I strategies with different regions should be very careful in using co-authorship data without critical analysis.

As supporting background information the results of questionnaire sent to the Committee of Senior Officials of the Co-operation in the field of Scientific and Technical Research are used. * The ISIHighlyCited.com database includes the publication and achievement records of 250 pre-eminent researchers in 21 categories including life sciences, medicine, physical sciences, engineering, and social sciences. The selection of a researcher is based on the total number of citations received by that individual within a given category as recorded in the ISI database between 1981-1999.

Using citation analysis we have to take into account differences in citation practices not only between humanities and sciences, but also inside narrower fields of humanities. In the current study we observe differences between publication behaviour of historians and archaeologists, examine some aspects of citation practices in those fields, and show their effect on visibility.

The analysis draws on the database which includes more than 10,000 citations from papers on history published in Estonia in this period. Scientometric analysis is closely connected with the historical context and regional peculiarities. The paper focuses on the dependence of cited literature on the historical period under observation and the potential of various information carriers (monographs, serials, collections of papers) in the application of scientific information, that is, the proportion of citations from the papers in them. The plan is provided before the purpose, without the strong threads between them clearly shown. Will readers of Information Processing & Management find this book worth the time and work required to give to it its full due? This reviewer believes it merits the effort. Heldman is a veteran of the industry, is deeply knowledgeable, and is presenting a bold and carefully reasoned plan for an extraordinarily important undertaking. The book submits as coherent and visionary a blueprint for the coming information millennium as this reviewer has seen. The topics are current, the perspective is refreshingly far-sighted, and the details are included. As the reviewer began reading the book, the Telecommunications Reform Act of 1996 (P.L. 104-104) was signed into law. Will this legislation help or hinder the formation of SONET? Will users have a voice in the outcome? Will broadband emerge above the din of broadcast? These are interesting times, as signal events that are setting the stage for centuries to come unfurl. Can civilization advance by cultivating th.e growth of electronic commerce and communications through at least the next generation? Put differently, can we afford not to? Heldman's message is worth heeding. This is one tale of suspense, however, where it is advisable to peek at the ending before reading on.
